Goals will be achieved through specific strategies as follows.
1. Establishing a database for land management.
2. Digitizing all existing spatial and attribute land information
3. Change the cadastral system of urban land management.
4. Have full digital information on the land ownership of the hinterlands.
5. Develop new regulations and guide lines based on cadastral law
6. Introduce a urban property and compensation system to the current municipality.
7. Open spaces, plaza, community hall, stadium.
